戦死者評価は個人基準に

1945年6月23日は沖縄で「組織的戦闘が終了」した日。戦って命を落とされた方々を悼んで、18年前、読売新聞に以下の一文を寄稿した。

「戦後五十年、戦争に関する議論が盛んであるが、戦死者に対する鎮魂の問題については、戦争と個人の関係をよく整理する必要がある。あくまでも個人的見解であるが、一考察してみたい。
個人の行動を評価する場合には、「戦争の犠牲」とか［殉国］などのように、戦争や国家へ貢献したかどうか、あるいは戦争や国家が個人にどんな意義をもったか、などから評価されることが多い。しかし、そのような評価の仕方は、少々考えるべき点があるのではないだろうか。
歴史的には、個人の行動に焦点を当てた評価もあった。例えば「敵ながらあっぱれ」という考えは、その戦争とは明確に区別して、個人の行動を評価している。
では、太平洋戦争末期に十五万人の民間人死者が出た沖縄戦はどうか。中でも、悲運として広く知られるひめゆり学徒隊の行動は、自分たちを守るという強い精神力に支えられたもので、何らかの見返りを期待したのでもなく、条件つきでもなかった。従って「犠牲者」のイメージで連想される弱者には似つかわしくない。勇者と呼ぶにふさわしいと思う。また、［殉国］のイメージとも違う。［殉国］型の評価は、個人が国家のために一身を捧げたとみなされており、自らを守ることについて特に評価は与えられていないのだ。
個人と国家は区別され、その個人の評価は国家に対する献身なり、貢献という角度から下されている。しかし、ひめゆり学徒隊の大部分は、自分自身も、家族も故郷も、祖国も、守るべき対象として一緒に観念していたのではないか。「犠牲者」とか［殉国者］と言うより、人間として極めて優れた行動をとったと評価されるべき場合だったと思う。
これは軍人についても同じことで、「防御ならよいが攻撃は不可」とは考えない。軍人の、刻々の状況に応じた攻撃は、何ら恥ずべきことではない。もちろん罪でもなく、任務であり、当たり前のことである。
他方、このことと戦争全体の性格、すなわち侵略的（攻撃的）か、防御的かは全く別問題である。戦争全体が侵略的であるかないかを問わず、個人の防御的な行動もあれば、攻撃的な行動もある。
さらに、局部的な戦争と戦争全体との関係もやはり区別して評価すべきである。たとえば、沖縄戦はどの角度から見ても防御であった。まさか日本側が米軍に対して攻撃した戦争と思っている人はいないだろう。他方わが国は、太平洋戦争において、侵略を行なってしまったが、防御のために沖縄戦と、侵略を行なってしまったこととの間に何ら矛盾はない。
したがって、軍人の行動を称賛すると、戦争を美化することになるといった考えは誤りであると言わざるを得ない。その行動が、敵に対する攻撃であっても同じことである。もちろん、攻撃すべてが積極的に評価できると言っているのではない。
もう一つの問題は、軍人の行動を「祖国を守るために奮闘した」との趣旨で顕彰することである。この種の顕彰文には、自分自身を守るという自然な感情が、少なくとも隠れた形になっており、個人の行動を中心に評価が行われていない。
顕彰文を例に出して、「軍人が祖国を防衛したことのみを強調するのは、あたかも戦争全体が防御的だったという印象を与え、戦争全体の侵略性を歪曲する」という趣旨の評論が一部にあるが、賛成できない。個人の行動の評価と戦争全体の評価を連動させているからである。
戦争美化と逆であるが、わが国が行った戦争を侵略であったと言うと、戦死者は「犬死に」したことになるという考えがある。これも個人と戦争全体の評価を連動させている誤った考えである。個人の行動を中心に評価するとなれば、積極的に評価できない場合も当然出てくる。
一方、戦死者は平等に弔うべきだという考えがあるが、弔いだけならいい。当然死者は皆丁重に弔うべきだ。しかし、弔いの名分の下に、死者の生前の業績に対する顕彰の要素が混入してくれば問題である。
もしそのように扱うことになれば、間違った個人の行動を客観的に評価することができなくなるのではないか。そうなれば、侵略という結果をもたらした戦争指導の誤りも、弔いとともに顕彰することになりはしないか。それでは、戦争への責任をウヤムヤにするという内外の批判に、到底耐え得ないだろう。
個人の行動を中心に評価することは洋の東西を問わず認められている、と私は信じている。ある一つの戦争を戦う二つの国民が、ともに人間として立派に行動したということは十分ありうることである。片方が攻撃、他方が防御となることが多いだろうが、双方とも人間として高く評価しうる行動をとったということは何ら不思議でない。
個人と戦争全体、国家との関係をこのように整理した上で、戦争という極限状況の中で、あくまで人間として、力の限り、立派に生きた人たちに、日本人、外国人の区別なく、崇高なる敬意を捧げたい。」

米国の新核運用指針

米国防総省は6月19日、核のない世界を達成するという長期的目標のため、「いま具体的措置を取ることが不可欠」などの文言を含む核兵器の新運用指針（nuclear employment strategy）を公表し、また、オバマ大統領は同日ベルリンで、戦略核弾頭をロシアと合意している数（米ロとも1550）からさらに3分の1削減する提案を行うと表明した。両方を通じて見て、オバマ政権の核軍縮を進める積極的姿勢が表れていると評価できる。
しかし、個別の論点についてはどの程度新味があるのか、どの程度核軍縮として評価すべきか、検討の余地がある。なかでも、「米国は（核攻撃で）民間人や民間施設を意図的に標的にしないThe United States will not intentionally target civilian population or civilian objects.」という一文をどのように解するべきか、問題である。
これについて、「広島や長崎への原爆投下のようなことはしないという方針を示した」という趣旨の解説が見られるが、では、この新しい方針が出る以前は、米国は意図的に民間人を核攻撃する方針であったか。広島および長崎への原爆投下の理由や目的についてはいくつかの説明が行われたが、建前として、民間人を攻撃したという説明はなかったと理解している。国防省は今日に至るまで、核兵器で民間人を意図的に攻撃することを米国の戦略として認めたことはないはずである。
このように考えれば、この一文は新しい方針を表明したのではなく、これまでの方針を再確認したとみなすべきではないか。

Coming out of the nuclear closet

In a National Geographic documentary on the cold war, former Dutch Prime Minister Ruud Lubbers broke the cone of silence surrounding the U.S. nuclear weapons stored at the Volkel air base in the Netherlands. After Lubbers, former Prime Ministers Van Agt and Stemerdink followed. The time to divest is now!

On Wednesday 29 May activists gathered at the five-star Okura hotel in Amsterdam to protest at the Annual shareholders meeting of European Aeronautic Defence & Space Company (EADS). This weapons company is known for producing (parts of) nuclear weapons for France. Krista van Velzen from IKV Pax Christi (and ICAN [http://www.icanw.org] Partner in the Netherlands) was one of the concerned shareholders that went into the meeting to ask critical questions and ask the company to stop producing nuclear weapons and the shareholders to stop investing in these inhumane weapons.

Disarm, Dismantle, Make a profit?

Debates are ongoing in nuclear armed arsenals. The full life cycle costs of nuclear weapons, including long warheads are, however, rarely considered in debates.
