核の非人道性声明に賛同してほしい

核兵器不拡散条約（ＮＰＴ）の再検討会議に向けたジュネーブでの第２回準備委員会で、核兵器の非人道性を訴える共同声明が行なわれた。昨年来スイス、南アフリカやノルウェーなどを中心に進められてきた運動であり、賛同する国は会議を重ねるごとに増加してきた。今回は、昨年秋の国連第一委員会の倍以上の７４ヵ国が参加した。
核兵器はその巨大な破壊力のため、空間的・時間的にあまりにも広範囲に甚大な被害を惹起し、国際人道法において違法性を判断する無差別性、不必要性、慎重性、過度の損害や不必要な苦痛を与える性質などすべての要件を備えている。
1996年、国際司法裁判所は、核兵器が原則違法であるという判断を「勧告的意見」として下しているが、これには法的拘束力がないので、さらにそれを強め、核兵器は違法であることを法的に確立しようとする運動である。
日本は声明内容を修正して賛成できるよう各国と交渉したが、「いかなる状況でも核兵器が二度と使われないことが人類存続の利益になる」という文言は最後まで除去できず、結局声明に参加しなかった。
　なぜこのようなことになるのか。それは日本が米国の核の抑止力に依存しながら、その使用を禁止したり、違法とするわけにはいかない、使用を禁止されていれば、それに抑止力は期待できなくなる、というのが基本的な理由であろう。
　しかし、今回の声明は単純に使用を禁止しているのではないし、核兵器は違法だと断定しているのではなく、「いかなる状況でも核兵器が二度と使われないことが人類存続の利益になる」と述べているだけである。核兵器が使用されれば人類の存続が危機にひんする。したがって、それが使用されないことが人類存続の利益であるということは厳然たる真実ではないか。しかも、今回の声明がここまで現実的な表現にできたことについては、交渉当事者が非常な努力をしたことが窺われる。日本政府には今回の声明に賛同してもらいたかった。声明の文言では核の抑止力になにがしかの影を落とすことになるとしても、それはすべての国に当てはまることであり、日本の手だけが縛られるのではない。日本政府は、それとも核兵器の使用についてフリーハンドを持ちたいのであろうか。共同声明に賛成できなかったのは不可解である。

NPT準備委員会意見

In advance of the forthcoming nuclear Non Proliferation Treaty Preparatory Committee meeting, IKV Pax Christi has prepared the attached recommendations paper.
IKV Pax Christi is a Dutch peace and security organisation working on a wide range of disarmament issues, including nuclear weapons. The organisation is a proud partner of the International Campaign to Abolish Nuclear Weapons (ICAN) and hosts the global secretariat of the Abolition 2000 Network.
The paper contains recommendations related to all three pillars of the NPT- disarmament, non-proliferation and peaceful uses. In addition, we include recommendations related to the establishment of a zone free of nuclear and other weapons of mass destruction in the Middle East.
NPT Members agreed in 2010 that any use of nuclear weapons would have catastrophic humanitarian consequences. IKV Pax Christi urges all states to reaffirm this statement at the 2013 PrepCom. In addition, we encourage States to make an explicit reference to the recent conference in Norway on the Humanitarian Impact of Nuclear Weapons, and to welcome Mexico’s initiative to host a follow-up meeting.
IKV Pax Christi is a firm believer in disarmament and non-proliferation education. Towards that end, the organisation is part of a funding consortium with the Dutch government that sponsors four PhD candidates focused on non-proliferation and disarmament matters. IKV Pax Christi also organises a student crash course in nuclear diplomacy, and will bring 10 students as part of our delegation to the NPT this year. The students are hoping to meet with many delegations and get first hand experience of the NPT and discussions expected to take place in Geneva.
