6-13 July: Take Action for Abolition!

Nuclear Abolition Week [http://www.icanw.org/nuclear-abolition-week-2/how-to-get-involved/#.UcDfvNhmOac] is a chance to unite with campaigners around the globe and take creative and inspiring actions to outlaw nuclear weapons. What can you do between 6 – 13 July to raise awareness about the unacceptable harm caused by nuclear weapons? Will you stand in the city centre with some friends and a map showing the impact of a nuclear detonation on your city? Will you send a letter to your foreign minister demanding they start negotiations to outlaw nuclear weapons? Will you share your shadow on facebook, twitter and instagram? Will you sign the petition to start a ban on nuclear weapons [http://www.nonukes.nl/en/get-involved] and get your friends to sign as well?

This is a great opportunity to be creative and have fun capturing your governments attention and support for a treaty banning nuclear weapons. Coming out of the nuclear closet

In a National Geographic documentary on the cold war, former Dutch Prime Minister Ruud Lubbers broke the cone of silence surrounding the U.S. nuclear weapons stored at the Volkel air base in the Netherlands. After Lubbers, former Prime Ministers Van Agt and Stemerdink followed. The time to divest is now!

On Wednesday 29 May activists gathered at the five-star Okura hotel in Amsterdam to protest at the Annual shareholders meeting of European Aeronautic Defence & Space Company (EADS). This weapons company is known for producing (parts of) nuclear weapons for France. Krista van Velzen from IKV Pax Christi (and ICAN [http://www.icanw.org] Partner in the Netherlands) was one of the concerned shareholders that went into the meeting to ask critical questions and ask the company to stop producing nuclear weapons and the shareholders to stop investing in these inhumane weapons.

Disarm, Dismantle, Make a profit?

Debates are ongoing in nuclear armed arsenals. The full life cycle costs of nuclear weapons, including long warheads are, however, rarely considered in debates. 慰安婦に関する橋本発言

橋本大阪市長の慰安婦に関する発言は現在も収束していない。国連の拷問禁止委員会はあらためて問題視する報告を行なった。橋本市長に限ったことでないが、日本の政治家のなかから時折出てくる発言は、慰安婦であった人たちを傷つけ、各国に不快感を抱かせ、日本の国益を損ねている。
とくに、「慰安婦を日本が国家の意思として拉致し、人身売買したのかどうか」という点に焦点を当て、それはなかったという主張を行なうことが問題である。橋本市長は、「日本政府が強制連行を認めた証拠となる閣議決定はないとの立場を譲らない」とも報道されている。
橋本市長とこの問題を懸念する人々との間には大きな認識の相違があり、国際社会の大多数が問題にしているのは、日本政府が慰安婦の置かれていた状況に同情し、その人権侵害についてしかるべき反省をすることである。日本政府を攻撃することが各国の目的ではない。多くの国で、歴史的に、さまざまな形で女性の人権が侵害されてきたからであり、そのような過去を清算することがいかに困難で、また、注意深く対処しなければならず、日本はそのような問題を適切に処理してほしいと願うからである。このことが分からないと、まったく見当はずれの反応をすることになる。
日本政府自身は強制的に拉致しなかったと言い張るのは、そのことに関して言えば、正しいかもしれないが、では、絶望的な状況に置かれていた慰安婦が帰国について自らの意思を自由に表明できるように日本政府は配慮したか、仲介業者が行ったことを調査して不適切な行動があった場合は慰安婦を本国へ送還したか、慰安所を運営管理するなかに、慰安婦に対する有形あるいは無形の人権侵害行為はなかったと言えるか。そこまで日本政府の潔白を証明できないであろう。このようなことをさておいて日本政府が拉致を認める閣議決定したことはないと言い張るのは、一連の人権侵害行為の中で一部のことについて日本政府の責任がないことに焦点を当てることによって、全体の問題性を隠そうとすることであると映る。だからこそ各国は不快視するのである。
さらに言えば、橋本発言は命がけの日々を送っている兵士の境遇には理解があるが、悲惨な状況にあった慰安婦に対する配慮は対照的に欠いている。発言が批判された後に、言葉で「慰安婦の方々には配慮しなければならない」と言っても、全体のトーン、その背後の姿勢はごまかせない。

在日外国人に対する法の壁、心の壁

田中宏氏が最近『在日外国人-法の壁、心の壁　第三版』を出版した。在日外国人はここ二、三年はやや減少気味であるが、大きな傾向としては着実に増加しつつあり、現在、ざっと210万人の外国人が登録している。つまり、旅行者でない外国人滞在者がそれだけいるということである。
当然、日本の社会、国民生活に善悪両方の影響が及ぶが、重要なことは、人間が国境を越えて移動することは世界の趨勢であって、そのなかから異なる国民、異なる民族間に理解が生まれ、親しみが増すことであり、そのような趨勢に背を向ければ、その逆の結果になる。つまり、仲良くなれない、ということである。国家が友好的な関係を維持するには、そのような人々の間の親しみの感情を大切にすることが基礎となる。
しかるに、日本人は外国人に対して基本的には友好的であるが、政府となると必ずしもそうではなく、また、日本の法律や慣習に忠実に行政を行なう結果、外国人に対しては友好的でなくなることがある。この認識を持つことはきわめて重要である。
具体的にどのようなことが起こっているか、田中氏の著作はその経験に基づき、正確に、実証的に教えてくれる。同氏は、キャリアの大半を恵まれない外国人のために研究し、奔走してきた。同氏は日本の良心である。
