(Sharon Squassoni has directed the Proliferation Prevention Program at the Center for Strategic & International Studies (CSIS)
since 2010. She joined CSIS from the Carnegie Endowment for International Peace, where she wrote Nuclear Energy: Rebirth
or Resuscitation? (2009). Her work focuses on policies to reduce risks in nuclear security, nuclear energy, and nuclear
weapons. She spent over a decade in government, advising Congress as a senior specialist in weapons of mass destruction at
the Congressional Research Service, and served in policy positions in the State Department and the Arms Control and
Disarmament Agency.)

MDと集団安全保障

日本の防衛大臣、北朝鮮がミサイルを米国に発射し、日本が撃墜できるのに何もできないということがないよう集団的安全保障を認める必要があると発言。
QC
北朝鮮からミサイルが発射されたとして、米国を攻撃しているとだれが判断できるか。米国の判断に従うか。どの国に対し、いつ、どのような状況で戦争を始めるかはイラクの例を見てもきわめて困難かつ政治的な問題。
瞬時に判断を求められる事態は集団的自衛権の必要性を説明するのに不適当。
米国はかりに判断を間違っても、事後処理をする力があるが、日本にはない。

中国艦艇の監視

最近、中国は「中国の遠洋艦隊の訓練を監視、干渉するな」という警告を発したと中国紙に報道されている。
QC　
日本の海上自衛艦が監視しているのか。それとも米国の艦船か。
干渉とは具体的にどういうことか。
中国は他国の艦船に同様のことをしていないか。海上自衛艦が東シナ海で訓練する場合など。
