（短評）「人工衛星」打ち上げに関する米国の発表

　北アメリカ航空宇宙防衛司令部（NORAD）という、北米をミサイル攻撃から防衛するシステムがあり、冷戦時代にはソ連からの核搭載ミサイルが飛んでこないか監視していた。世界で不審な飛行体をモニターしている最高権威といってよい防衛システムだ。北朝鮮が前回（2012年末）「人工衛星」と称するものを打ち上げた時、NORADは同日中に、発射の事実とともに「軌道に入ったらしい（appeared to achieve orbit）」と発表していた。
　しかし今回、NORADは８日、米戦略軍の発表を引用する形で、発射されたものが「宇宙空間に（into space）打ち上げられた」とだけ発表した。
　米国防省（PENTAGON）のDoD News（９日２時半（日本時間）の時点）もNORADと同じ内容だ。両者は事実上一体なので当然のことだが、念のために確かめておいた。

　一部の報道では、PENTAGONあるいは米戦略軍が「軌道に入った」ことを認めたとされているが、それは非公式取材の結果だったようだ。
　米国は、「軌道に入った」とは安易に言わないようとくに慎重に扱っている可能性がある。

　一方、今回の発表は、単に「人工衛星」の状況を客観的に描写するだけでなく、「関係者は安全保障のために韓国や日本などの同盟国と緊密に協力している」と述べている。政治的な意図も感じられる説明だ。

　いずれにしても、客観的で、正確な分析が行われることを期待したい。

Stratcom Assessment: North Korea Launches Missile

WASHINGTON, February 6, 2016 — Detected and assessed as a North Korean launch, U.S. Strategic Command systems tracked a missile today on a southerly route over the Yellow Sea.
The launch into space occurred at 7:29 p.m., EST, with North American Aerospace Defense Command determining that at no time was the missile a threat to North America, Stratcom officials said in a news release.
“The men and women of Stratcom, NORAD, Northcom and Pacom remain vigilant in the face of North Korean provocations and are fully committed to working closely with our Republic of Korea and Japanese allies to maintain security,” the officials said in the release.
