金正恩の近代的強国 202402


 金正恩総書記は北朝鮮の国際的地位を引き上げようとしている。

 第二次世界大戦の終了後朝鮮の人たちは一つの国家を樹立しようと協議を始めたが、実現しないうちに1948年、半島の南では大韓民国、北では朝鮮民主主義人民共和国(北朝鮮)が相次いで樹立された。両国はいずれ統一して朝鮮半島は一つの国になることを目指しており、世界もそのように理解してきた。そのため、国家としては南も北も未完成の感じがあった。
 
 北と南は1991年9月、国連に別々の国家として加盟したが、統一の実現を目指すという立場は変わらなかった。
 
 2024年1月15日、北朝鮮の金正恩総書記は最高人民会議において、「今日、80年間の北南関係史に終止符を打つ」と宣言し、また、北朝鮮憲法から「和解や統一の相手であり同族だという既成概念を完全に消し去る」ことが必要だと主張した。同会議に先立ち、昨年末の朝鮮労働党中央委員会総会で、「韓国とは同族関係でなく、敵対的な国家関係」だと述べていた。

 専門家もメディアも北朝鮮の発表をそのまま信用することはできない。半信半疑の姿勢である。また挑発だとみる人もいる。これまでの例からみてそれも無理ないことであるが、今回の金正恩の宣言には注意すべき面がある。

 第1に、金日成の肖像や銅像が公の場から撤去された。これは今までの常識からすればありえないことである。北朝鮮の指導者は金日成から始まり、次はその子の金正日、さらにその次は金正日の子の金正恩と続いてきたが、初代の金日成は北朝鮮建国の父であり、「偉大なる首領様」と尊称されてきた。その権威は絶大であった。

 金正日は父の金日成に付き従って指導者となった人物であり、映画鑑賞などが趣味の好き者であり、その権威は金日成には到底及ばなかった。さらに金正恩は年若くして指導者となり、経験は乏しい。北朝鮮を率いていけるか、疑問に思われていた。

 これが常識的な見方であったが、金正恩はこの常識を覆し始めた。ここから先はどうしても推測が混じるが、理由がないわけではない。あえて金正恩氏の立場から見てみると、

 北朝鮮は核兵器をすでに開発している。弾道ミサイルも世界があきれるほど実験し、大陸間弾道弾も成功させており、米国を攻撃することも可能になっている。このような軍事力は金正日のもとで開発をはじめ、金正恩の時代になって完成させたものである。これに比べると金日成時代には韓国と戦争したが、中国の助けがなければ負けていた。金日成時代にはそれでも強がりを言っていたが、核もミサイルもまだ保有していなかったのは明らかに事実であり、北朝鮮の軍事力は米国などに敵うものでなかった。

 政治的にも金日成の時代は明らかに弱体であった。中国とロシアが加勢しなければ国際社会で主張することもままならなかった。

 1961年5月16日に大韓民国の朴正煕が軍事クーデターを起こし、反共軍事政権を樹立すると、北朝鮮は脅威を覚えソ連と中国に同盟関係を求めた。ソ連とは1961年7月6日に友好協力相互援助条約を結ぶと、金日成は直ちに中国へ向かい7月11日中国と友好協力相互援助条約を結んだ。金日成は中ソ両国との同盟条約が同時になるように努め、それがほぼ実現したので上機嫌であったと言い伝えられている。

 金日成時代、北朝鮮はチュチェ(主体)思想を掲げたが、実際には中国とロシアはかけがえのない兄貴分であり、両国には最大限の友好姿勢で臨む必要があった。

 北朝鮮と中国・ロシアとのこのような関係は長く続いた。金正恩が中ロを訪問しても最大級の歓待を受けることはなく、金正恩は不満であり、中国からもロシアからも訪問を途中で切り上げて帰国したことがあった。

 しかし、今や状況は大きく変わってきた。核とミサイルについては、米国などと同等ではないが、いざとなれば核とミサイルで反撃できるようになってきた。金日成時代にも研究を始めていたかもしれないが、実質的には金正日と金正恩の号令の下で実現したことである。

 建国の父である金日成の権威を貶めることは金正恩もできないことはもちろんだが、金日成の業績は歴史の中で存在しているものであり、現代においてはそのまま掲げることは適当でない、と考え始めたのではないか。

 金正恩と金日成の関係については2019年頃から変化が指摘されていた。労働新聞の2019年3月の記事は孫の金正恩が書簡で「もし偉大さを強調するなどといって、首領(最高指導者)の革命活動や風貌を神格化すれば、真実を隠すことにつながる」との考えを表したことを伝えた(朝日2020年5月22日)。2020年5月20日付の労働新聞も「縮地法の秘訣」と題した記事で抗日パルチザン時代の縮地法について霊的な技術を言ったものではないとして金日成・金正日時代の解釈とは異なる見解を伝えた。

 今回の肖像や偶像の撤去は金日成の非偶像化を人民に見える形で進めた。全国を通じて金日成の評価が劇的に変化したか、もう少し時間をかけて確認する必要があろうが、それは困難なことでないはずである。

 それを可能にした一つの理由は軍事力の向上であることはすでに述べたので繰り返さない。

 もう一つは政治的な理由である。ウクライナ侵攻がきっかけとなり、北朝鮮はロシアから弾薬などの提供を求められた。詳しい事情は分からないが、ロシアは北朝鮮に懇願し、それは結局実現したらしい。

 金正恩総書記は9月10日午後に平壌を専用列車で出発し、13日にロシア極東アムール州のボストーチヌイ宇宙基地でプーチン大統領と会談した。帰国の途に就いたのは17日であり、1週間を超える長旅であった。金氏は4年前にもロシアを訪問したことがあったが、その時はあまり大事にされなかったらしい。予定を切り上げ帰国してしまったことは前述したとおりである。

 ロシアは今回、その時とは比較にならない歓待ぶりであった。プーチン大統領は外国の要人と会談するとき遅刻の常習癖(意図的だといわれている)があるが、今回は逆に会談開始より数十分早く会談場に来ていた。しかもいくつかの施設ではプーチン大統領は金総書記に同行した。また、ロシア側は北朝鮮が熱望していたミサイル技術を提供した。金正恩氏は前回訪問の際と違ってロシア側の熱烈歓迎ぶりを痛感しただろう。

 金正恩氏としては、ロ朝両国は今や対等の立場、あるいは対等に近い立場に立っていると実感したのではないか。客観的に見れば、北朝鮮がそこまで発展しているとみるのは困難だ。しかし、大事なことは、金正恩氏がどのように認識しているかである。今までのように、「暫定的な分断国家でなく、中ロ両国とも対等の立場で付き合っていける、あるいはそういう立場に近くなった」とみているのではないか。

 韓国との関係では、金氏は2023年11月15日、最高人民会議(国会に相当)で演説「今日、80年間の北南関係史に終止符を打つ」と宣言した。また、韓国が「和解や統一の相手であり同族だという既成概念を完全に消し去る」ことが必要だとして、朝鮮半島で戦争が起きた場合には、韓国を「完全に占領し、共和国(北朝鮮)に編入する」方針も憲法に盛り込むべきだとも主張した。これを政策とみるか、認識論にすぎないとみるか、ここでは議論しないが、北朝鮮の国際的地位を自ら改めたことと平仄があっている。

孔子学院は先細っていくか 2024年1月

 中国は胡錦涛政権下の2004年、孔子学院を設立し、世界各国に広めてきた。2023年12月の時点では、160の国・地域の498校と設置契約を結んでいる。
 
 孔子学院は文化面での「一帯一路」といえるもので、世界各国の民衆が中国語を学び、中国文化を理解するのを援助することが目的である。孔子学院には本部から中国語教科書、教師、活動資金が送られてくる。財政難に陥っている各国の大学などにとって貴重な資金源となっている。

 孔子学院には習近平主席自身力を入れており、2015年10月、ロンドンで開かれた英国全土の学院関係者が集まる年次総会に出席し、同学院の意義を強調したこともある。

 ところが最近、各地で孔子学院を閉鎖する事例が増えてきた。米国の場合、多い時には100以上の学校に孔子学院が置かれていたが、その後廃止する学校が続出し、2023年6月の全米科学者協会(National Association of Scholars NAS)の報告では、孔子学院として残っているのは10校になっていた。ただし、米国における孔子学院に対する警戒心が強くなるに伴い、名称を変えるなどして生き残りを図っているところもある。教育内容はほとんど変わらないという。
 スウェーデンは2005年、欧州で初めて孔子学院を開校したが、2020年までに8校すべてを閉鎖した。政府が指示したわけでなく、大学や自治体が自ら決めたことである。

 これらのほか、カナダ、ベルギー、オランダなどでも孔子学院を存続するべきか、検討が始められており、いずれ閉鎖される可能性が高いとみられている。

 日本においては2023年5月、政府は早稲田大や立命館大など国内の少なくとも13大学に、中国政府による中国語や自国文化の普及を目的とした教育機関「孔子学院」設置が確認されていると明らかにした(参政党の神谷宗幣参院議員の質問に対する答弁書 内閣参質二一一第六三号)。このうち、福山大(広島県福山市)は2024年3月での閉鎖を決めている。日本全国では3校目の閉鎖となる。
 
 このような動きが広まってきた理由について、全米科学者協会(National Association of Scholars NAS)、米国大学教授協会(American Association Of University Professors AAUP)、カリフォルニア大学・アネンバーグ校(USC Annenberg)などの報告・声明は以下のような問題を指摘している。
・孔子学院は中国政府の一機関で、学問の自由を無視している。世界の孔子学院を統括する北京の孔子学院本部は独立法人だが、その最高幹部の人選には国務院(政府)の承認が必要である。孔子学院の運営には、中国政府や共産党の意向が働く仕組みになっている。

・孔子学院は教育支援の目的を離れ、中国共産党の宣伝機関になっている。最近中国はそのことを隠そうとしなくなっており、李長春中国共産党中央政治局常務委員は、「(孔子学院は)中国の外国におけるプロパガンダ組織の重要な一部」と述べている。

・孔子学院本部と大学側が結ぶ合意文書のほとんどに非開示条項があり、教員を管理することや授業内容の選択をすることが孔子学院側に許されている。大学側は「中国の国益を害する行為に関与すれば契約を打ち切る」とする誓約書を提出させられている。

・孔子学院は台湾独立問題や天安門事件など物議を醸す議題は扱わない。

 2023年10月に全国人民代表大会(全人代)常務委員会で「愛国主義教育法」という新法が可決されたことが想起される。同法は、「中華民族と偉大な祖国への思い入れを育み、愛国の力を結集させる」などと中華の伝統を称揚し、国民はそれに沿って行動するよう求めている。孔子学院は世界的に減少傾向になるなかで、その背景においてはこのような中華意識の高揚が謳われているのである。

ともかく、各国における孔子学院の閉鎖傾向は今後も続いていくとみられる。一定期間をおいてまた検討してみたい。

台湾の総統選挙 2024

 台湾で1月13日投開票された総統選で与党・民進党の頼清徳が当選した。4年前の前回選挙では民進党と国民党の戦いであったが、今回は民進党、国民党および民衆党の与野党3党が競り合う接戦であった。
 
 民進党は国民党の統治時代、非合法の団体であったが、台湾人の支持を背景に1986年に政党を結成し、2000年の総統選で国民党を破って初めて民進党政権を実現した。その後一時期、8年間だけ国民党の総統(馬英九)が復活したが、それ以外の16年間は民進党政権であった。

 国民党は民進党に敗れて以降政権奪回を目標に戦ってきた。2020年の総統選挙でチャンスが訪れたが、蔡英文候補を擁する民進党に惨敗し、逆に、民進党優位の傾向が一層強まった。台湾の総統は2期8年までと決まっている。今回の選挙では、民進党は多数の台湾人から支持を受けつつも、「政権交代の必要がある」と考える人が6割近くになっていた。国民党は政権奪回を実現すべく奮戦したのだろうが、結局民進党に再度敗れた。

 勝利した頼清徳はもともと内科医・衛生学者であったが、政治に転じてからは何事にも歯切れよく発言し、順調に民進党の新しいリーダーとなった人物である。
 日本との関係は緊密であり、2011年3月の東日本大震災被災者に対し日本語でのツイートを投稿して慰問し、さらに震災発生から3か月後には、「行こう日光」と大書きされたTシャツを着て、300人を超える市民旅行団と共に日光を訪問した。

 頼清徳には不安材料もある。特に、頼清徳は台湾独立派として知られており、かつて、「私は台湾独立を主張する」、「台湾が独立主権国家であるという台湾の人々の主張を中国は尊重すべき」などと述べたこともある。2014年に上海を訪問した際には「私は親中であって反中ではない。親中愛台だ」と述べつつ、「台湾独立は台湾人の大きな共通認識だ」と述べていた。

 米国は総統選の結果が出ると、直ちに頼清徳に「祝福する」との声明を発表した。それと同時にバイデン米大統領は、記者団の質問に対しであったが、「(台湾の)独立を支持しない」と明言した。米国が台湾独立を望まないことについて頼清徳に誤解があってはならないと考えているのである。

 中国が以前から、また今回の総統選でも国民党を支援しており、民進党を嫌っていることは周知の事実である。台湾近海にミサイルを飛ばしたこともあった。経済面で脅しに近い行動をとったこともあった。国民党候補が総統になるとメリットがあると宣伝したこともあった。

 しかしながら中国の国民党びいきは総統選で何ら効果を発揮できなかった。それどころか、かえって台湾人の中国に対する嫌悪感を増幅する結果になった。

 台湾には、自分を「台湾人」と思うか、それとも「中国人」と思うかを問う世論調査がある。これによれば、最近の調査結果では、「中国人」と答えた人はわずか2.5%程度であった。台湾で総統直接選挙が行われるようになったのは1996年であり、そのころは約20%の人が「中国人だ」と答えていたが、その後ほぼ一貫して減少傾向となっていた。この傾向が続けば「中国人」はさらに減少するだろう。

 もっとも意識調査がそのまま選挙結果となって表れるわけではない。今回の総統選挙では国民党の侯友宜候補に約34%の人が投票した。「台湾人」と答えた人の中に国民党に投票した人がかなりいたわけである。

 国民党はこのことをどのように解しているのか、よくわからないが、今後国民党の党勢を拡大するにはこのような「台湾人」を増やすことは絶対的に必要である。しかし、それは可能か。国民党は中国との統一を旗印に掲げられない。国民党の候補であった侯友宜は、「自分が当選すれば中国との対話を拡大する」と述べる一方、「任期中は中国との統一問題には触れない」と明言した。当然の発言である。国民党が統一を旗印にすれば、国民党に投票してくれる「台湾人」はゼロ近くまで下がるだろうからである。

 つまり国民党は、イメージとしては台湾の中国への統一を向いているが、それを看板にすることはできず、経済問題や安全保障問題を理由に中国との友好を唱えるしかない。このような見方が正しいとすれば、国民党の将来は決して明るいとは言えない。

 新たに現れたのが「民衆党」である。同党は2019年8月に結成さればかりであるが、短い期間に勢力を拡大した。今回の総統選では、民進党にも国民党にも及ばなかったが、三つ巴と言われたくらいの勢いを示したことは注目される。

 民衆党を立ち上げた柯文哲は救急医療・臓器移植の権威である台湾大学教授であり、政治の世界では無名の人物であった。ところが2014年11月の統一地方選挙において、台北市長に立候補すると、本命候補と目されていた国民党の連勝文より人気が集まっていることが世論調査で判明した。連勝文は国民党名誉主席・連戦の息子で金も地位も知名度もあったが、評判は上がらなかった。あわてた国民党は、柯文哲の家庭は「青山」という日本名を持っていたことなどを口実に個人攻撃したのでますます票を失ったという。

 ちなみに、この台北市長選で民進党は候補を出さなかった。最初の段階では候補を出そうとしていたが、柯文哲に勝てそうもないので早々と自党候補は引っ込め、柯文哲支持に回ったのだという。

 今回の総統選で柯文哲の得票率は26%余りであった。これは驚異的な数字である。もちろん柯文哲は政治経験が浅く、また民衆党は組織力がまだ弱い。しかし柯文哲は、次回総統戦では現在以上に強くなっているのではないか。
